Upcoming Road Projects
In 2023, the Town engaged in a community-wide survey open to all Superior households (27% of households responded). I wrote about the results of the survey in the October 2023 Superior Sentinel. Here’s a link to the full survey presentation and results.
Here are the Cliffs Notes: generally residents thought Superior is a great place to live/raise children, were happy with Town Staff and their elected officials, felt great about our parks, trails, open space, and economic vitality. They also praised our response to the Marshall Fire as well as our schools, water, and natural environment. If there was one area that stood out as in need of improvement, it was regarding the condition of our roads. Only 41% rated street repair as good or excellent.
Over the past few years, we’ve made some significant progress on our roads. We reconstructed/repaved:
- 88th Street
- McCaslin Boulevard (between Hwy 128 and Rock Creek Parkway)
- Coalton Road (between McCaslin and Rock Creek Parkway)
- Indiana Street (between Coalton and Torreys Peak)
- Rock Creek Parkway (between McCaslin and Indiana)
- Promenade (new construction)
- Reclamite street sealing (throughout Rock Creek/Circle Park area)
Here’s a map that shows the last 5 years worth of road projects in Superior.
This year, we’re continuing to substantially invest in our roads. Projects include: (1) McCaslin & Rock Creek Parkway Intersection; (2) Rock Creek Parkway Pedestrian Bridge Rehab; (3) Rock Creek Parkway (Indiana to 88th Street + CCD Roundabout); (4) 76th Street, Sycamore, & Sagamore; (5) Coalton Road (Rock Creek Parkway to Flatirons Mall); (6) Original Town Alley Paving; as well as additional (7) Reclamite Street Sealing.
Here’s a brief description of each project.
Rock Creek Parkway
I wrote about the problems with Rock Creek Parkway, the need for reconstruction of Rock Creek Parkway from McCaslin to 88th Street in November 2023, July 2024, and October 2024.
We completed Phase 1 of the Rock Creek Parkway reconstruction in 2024, when we reconstructed RCP from the McCaslin intersection down to Indiana. We are now turning our attention to: (a) McCaslin & Rock Creek Parkway Intersection; (b) Rock Creek Parkway Pedestrian Bridge Rehab; and (c) Rock Creek Parkway (Indiana to 88th Street + CCD Roundabout).
McCaslin & Rock Creek Parkway Intersection
This project includes reconstruction of Rock Creek Parkway from the McCaslin Boulevard intersection to the pedestrian underpass just west of Wiggins Street on Rock Creek Parkway. This section of road was not included in the 2024 roadway reconstruction project due to the timing of certain grant projects. This project is now in the design phase, with construction expected to start this summer.
Rock Creek Parkway Pedestrian Bridge Rehab
The Town secured CDOT grant funding to assist with the rehabilitation of the bridge and underpass in Purple Park near the McCaslin/Rock Creek Parkway intersection. Design is complete and construction is scheduled to start late March. Construction will last for 4 to 6 months and during construction residents can expect closures of the trail section under Rock Creek Parkway and temporary lane closure along Rock Creek Parkway above the underpass.
Here’s a breakdown of the project construction costs. The Town received a CDOT Off-System Bridge Grant through the Special Highway Committee for 80% of the project construction cost up to $1,076,565.60:
- Bid Price: $1,171,425.46
- CDOT Grant Funding of 80%: $937,140.37
- Town Responsibility of 20%: $234,285.09
Rock Creek Parkway (Indiana to 88th Street + CCD Roundabout)
This project includes the next phase of reconstruction of Rock Creek Parkway from Indiana Street to 88th Street. This project is currently in the design phase. A public input meeting was held on February 20 to discuss possible improvements and changes at the Rock Creek Parkway and Coal Creek Drive intersection. The Town gathered public input to determine the best intersection design at this location (including a roundabout, traffic signal, or minimal changes like removing the blocked off right-turn lanes) and on March 10, the Town Council voted to move forward with a “Value Engineered” Roundabout Design at the intersection of Rock Creek Parkway and Coal Creek Drive.
The design will include: Overall repaving/reconstruction of Rock Creek Parkway from West of S. Indiana St. to East of S. 88th Street; Removal of the Westbound right turn lane at S. Indiana Street; Modifications to the S. 88th St. Roundabout; and a One-Lane Roundabout at Coal Creek Drive. We anticipate a construction contract will be considered by the Town Council in July, with construction to last 16 weeks. Assuming we can complete this project using an asphalt mill and overlay (instead of full reconstruction), we anticipate constructions costs of around $3 million to complete this phase of RCP (from Indiana to 88th with a roundabout). Please note, while we are hoping to have this project completed in 2025, Town Staff has advised us that there may be potential benefits of delaying this portion of the RCP project until 2026: namely: bid prices for projects late in the season can see less competition and see up to a 10% increase in cost; striping late in the season can cause issues with striping adherence to the new asphalt; and avoids the majority of construction occurring during the school year. If we delay until 2026, the potential schedule would be as follows: Bid Project: April 14 – May 14, 2026; Construction Contract Council Approval: May 25, 2026; and Construction (16 weeks): June 1 – Sept. 18, 2026.
76th Street, Sycamore, & Sagamore
This Sagamore neighborhood project will repair the road damage caused by the Marshall Fire and the rebuilding process. This is a FEMA-funded project and is expected to be completed in 2025. In addition, the Town will also be resurfacing Sycamore Street and 76th Street near the Superior Marketplace. This project is scheduled to start in the Spring and be completed in the Summer of 2025.
Coalton Road (Rock Creek Parkway to Flatirons Mall)
The Town is working with Broomfield to resurface Coalton Road from Rock Creek Parkway to FlatIrons Crossing Drive in Broomfield. This road is partially owned by both the Town of Superior andbroo Broomfield. Town staff met with Broomfield staff on March 3rd to discuss the upcoming asphalt improvements on Coalton Road. The goal is to bid this project in late April with the work to be completed in 2025.
Original Town Alley Paving
This project involves paving existing alleys in Original Town over the next several years. This project will convert existing milled alleys to concrete alleys, improving the alley durability and allowing the Town to better maintain the alleys. Two alleys will be paved in the Spring of 2025, the alleys south of West William Street connecting 1st and 2nd Avenue and connecting 3rd and 4th Avenue. During construction residents can expect temporary alley closures where construction is occurring.
Street Sealing
The Town will continue Reclamite street sealing in various parts of Town. In 2024, we applied Reclamite on Eldorado Circle from Indiana Street to Alma Lane (including all connecting streets (i.e. Keota Lane, Grayden Court, LaSalle Street, Cedar Ridge Circle, etc.) and Clayton Circle.
Here’s an explanation of what Reclamite does: Reclamite Asphalt Rejuvenator is proven to add 5-7 years’ service life to pavements. It penetrates, rejuvenates and seals the surface by replenishing the lost maltene fraction in the asphalt binder. Reclamite restores the reactive maltene components that asphalt pavements lose due to hot-plant operations and the subsequent field aging process. Reclamite fluxes with the asphalt binder, restoring the aggregate/asphalt bond. Reclamite prevents raveling and stripping and, by densifying the pavement’s surface, it helps address compaction issues, reduces surface permeability, and prevents air and moisture intrusion, rejuvenating the asphalt surface and extending the useful life of the roadway surface.
McCaslin & Marshall Intersection (2026)
In 2026, we’re going to make some substantial improvements to the intersection of McCaslin & Marshall Road which will be partially funded by the Economic Development Administration (EDA), which awarded the Town of Superior a $1.2 million grant.
The proposed intersection improvements include adding a third dedicated northbound left-turn lane off of Marshall Road and a dedicated eastbound through lane on Marshall Road into Downtown Superior to improve traffic flow and reduce traffic delays. The Downtown Superior Traffic Study identified the need for an additional left-turn lane and a dedicated through lane on Marshall Road. In addition, the project will include improvements to the pedestrian crossings to improve safety for all users and the overall operation of the traffic signal. Construction is expected to occur in 2026.
